The WPEA Annual Meetings held in odd numbered
years kicks off the collective bargaining cycle by beginning
preparation for the next round of negotiations to take place
in the even numbered years. WPEA discussed the bargaining
process, the importance of hearing directly from the
membership, and how to submit contract proposals. The
Executive Board also took nominations of WPEA members to
represent their bargaining unit at the Master Collective
Bargaining tables.
Bargaining Structure
The Washington Public Employees Association/UFCW

bargaining of master agreements with the State of Washington
and Higher Education that includes:

Bargaining Team Nominations Procedure
Every WPEA member may nominate one person
from their agency or institution to serve on the respective
negotiating team. The member from each agency or institution
with the most nominations will be asked to serve on the
respective negotiating team.

Contract Proposals
Contract proposals must be submitted to the
WPEA/UFCW 365 Headquarters by 5 p.m. on October 31, 2007.
Proposals not made to the Annual Meeting must be submitted
on the WPEA/UFCW 365 Contract Proposal form, which will be
accessible on the WPEA/UFCW 365 web site and must include:

The contract article and section to be
changed, or
an indication that it is a new concept;

Documentation to support the proposal;
-
The employees affected by the problem
and the agency/HE.

The problem the proposal is meant to
address and a proposed
resolution to the problem; and
