WPEA Wins Re-Allocation
On August 4, a final determination of
reallocation from DOP for our Early Childhood Program
Specialist’s (ECPS) at Highline Community College was
issued.
Since September of last year, WPEA has fought
the college’s decision to downwardly reallocate eight of our
ECPS members. Throughout the year we had informed the
college they could not downwardly reallocate staff based
just on budgetary considerations, but must be based on the
actual job duties performed.
Throughout the previous year our members were
subjected to numerous meetings under the guise of getting
“input” from them on what their job descriptions should be.
They were given budgetary models to justify financially the
college’s need to downwardly reallocate their positions.
THEN, they were told by the college that due
to DOP’s new classification structure they were forced to
reallocate them down. The college even went so far as to
create a matrix of each of the four ECPS classifications,
take DOP’s job description’s for each classification and cut
and paste the job duties in the lower level classification,
i.e. the ECPS 4 duties into the ECPS 3 classification, and
so on.
WPEA successfully proved they were
reallocated incorrectly and should be reallocated to the
proper level of their classification. This resulted in our
members obtaining retroactive pay for the year they were
underpaid and they were then able to qualify for the cost of
living adjustment effective July 1, 2006.
We are very pleased with this decision and thank our ECPS
members at Highline Community College for their patience and
perseverance!!
