Job Rep Description

Definition: 

Under the authority of the WPEA President, is responsible for WPEA/UFCW Local 365 representation activities and programs to improve member wages, benefits, and working conditions.  Job Representatives perform representational duties in accordance with the applicable Collective Bargaining Agreement (CBA) Policies, Procedures and Bylaws of WPEA and the UFCW International Constitution.  Chief Job Representatives and Assistant Chief Job Representatives shall be elected/selected in accordance with WPEA Policies, Bylaws, and the UFCW International Constitution. 

Distinguishing Characteristics:

Job Representative (JR)
Assignments are designed to provide exposure to and development of skills in grievance investigation, analysis, and presentation.  Work assignments and representation strategies are reviewed by the Staff Representative and/or Assistant Director of Field Services.  Required training:  Blocks 1 and 2 of the WPEA Job Rep Training Curriculum.  Training must be completed before certification as a WPEA Job Representative.  Required attendance at the annual WPEA Job Rep Conference, Annual Meeting, and other trainings as designated by the WPEA President.

Assistant Chief Job Rep (ACJR)
Assists the Chief Job Rep in coordinating Job Rep activities, conducting Job Rep meetings, is a member of bargaining unit Labor/Management Communication Committee, and assists Job Reps in grievance processing. 
Required attendance at the annual WPEA Job Rep Conference, Annual Meeting, and other trainings as designated by the WPEA President.

Chief Job Rep (CJR)
Duties include oversight of all Job Rep activities in their bargaining unit, liaison with assigned Staff Representative, coordinate with assigned Staff Representative on the scheduling of Job Rep Committee meetings, preside over all Job Rep Committee meetings, is a member of bargaining unit Labor/Management Communication Committee, and represents unit before management. 
Required attendance at the annual WPEA Job Rep Conference, Annual Meeting, and other trainings as designated by the WPEA President.

Typical Work

  • As designated representative on behalf of WPEA/UFCW Local 365, investigates alleged violations of the collective bargaining agreement (CBA), determines if such allegations have violated the CBA and if so, files grievances at Steps 1 and 2 after having received approval from WPEA Headquarters. 

  • May act as:  member and/or spokesperson for unit Labor Management Communication Committee; member on negotiating committee or other committees; and supports unit leaders in developing, refining, and accepting/rejecting proposals and agreements. 

  • Identifies, educates, and motivates members/leaders to develop organizational structures and activities in support of representation programs.

  • Insures that management and members comply with the provisions of the CBA.

  • Communicates to, with, and on behalf of members. 

  • Attends bargaining unit or district meetings to listen to member concerns and reports on representation activities. 

  • Acts as a communications conduit between members and leadership.

Mandatory Qualifications/Traits:

  • Love WPEA and show it.

  • Ability to communicate both orally and in writing in a clear concise manner.

  • Able to maintain confidentially.

  • Able to establish and maintain credibility.

  • Ability to determine facts from emotions, allegations and/or opinions.

Desirable Qualifications:

  • Willing to work long and hard with little or no thanks.

  • Willing to realize and accept the fact that not every grievance will be won.

  • Exhibits compassion and patience. 

Duties of a Job Representative

  • Keep yourself and your workplace members informed on Union policies, activities, and current events. Post only authorized Union information on the workplace bulletin board.

  • Attend and encourage attendance at monthly District Meetings and the Annual Membership Meeting, as well as any labor/union education programs that might be available to you and the members.

  • When attending Union functions, bring members from your workplace. Get your workplace to act as a unit - have them stick together.

  • Give the members the satisfaction of listening to their problems; however, do not make any promises or commitments to a member.

  • In keeping with the policy of WPEA, discourage discrimination and prejudices of any kind. Do not let personal likes and dislikes prejudice your actions as a Job Representative.

  • Inform the members of WPEA services. Encourage them to take advantage of these services and refer them to the appropriate department.

  • You should actively support those approved objectives which are favorable to your Union. You should report the activities of any person or persons which are detrimental to your Union.

  • Encourage political action on the part of the members and their membership in support of WPEA's Legislative-Political Action Committee (Leg-PAC). Become a member and an active supporter yourself. See to it that members are registered and vote.

  • Encourage and support WPEA's organizing programs.

  • Report items of general interest to WPEA.

  • Be proud of your position. Remember you are a Job Representative of your Union with a membership of more than 5,000 which has the full support of hundreds of thousands of members bound together in the United Food and Commercial Workers International Union.

  • Remember your objective and goal is to be an effective Job Representative in your workplace. Always strive for it. Excellence has no substitute.

  • Welcome the new hires. Inform, educate, and help them to become to better members, not just dues-payers.

  • Report possible contract violations within the proper time limits to your WPEA Staff Representative. The Job Representative should in no way jeopardize their position by trying to arbitrate or solve contract problems between Union members and management.

  • Provide employees all necessary forms, such as, Health and Welfare claim forms, Change of Address forms, Grievance forms.

  • Advise all members not to talk to their supervisor without having a Union Representative present.
