2006 yvcc negotiations

WPEA's YVCC negotiating team, shown below Tessa Southards, Kevin Phillips, and Mike Lane, along with Lisa Rice, alternate Rudy Perez, and WPEA Staff Representative Leanne Blood, initially met with the YVCC management team of Mark Rogstad, Joan Weber, Teresa Holland, and Mike Whelan in early-May.  The teams have met six days in May/June and reconvened on August 21 to allow time for bargaining of the Master Higher Ed Contract to begin, to assist with direction on compensation issues.

YVCC negotiations have resulted in tentative agreements on all but the following articles out of 25:

  • Article 10: Vacation

  • Article 12: Miscellaneous Leave 

  • Article 13: Hours of Work/Rest Periods/Overtime/Suspended Operations

  • Article 16: Position Reclassification

  • Article 18: Layoff Procedure

  • Article 20: Insurance & Pension Benefits

  • Compensation  

Since the Health Care Coalition has completed negotiations, it was agreed that Article 20 would reflect that language.  At the end of the day, it was determined that the remaining sections in Article 10, 12, and 13 were economic and dependent upon the Master Bargaining of the Higher Education negotiations, as well as the compensation items. 

We agreed to accept the same language as the Higher Ed bargaining table and add “me too” clauses in those areas, however, there is still a package pending with the remaining items of concern and compensation.

The teams will return to bargaining on Wednesday, August 30 in hopes of finalizing the economic portion of the contract.

Negotiations end with remaining language linked to Higher Education master agreement on economic portion.

September 8, 2006 - Contract Accepted!

YVCC bargaining unit members accepted the 2007-2009 contract for ratification with 97% voting in favor of the contract.  Voting was conducted from 12-2 pm at the Grandview campus on September 6 and from 9 am-7:30 pm at the Yakima campus on September 7.  A special thank you to the YVCC negotiations team of  Mike Lane, Kevin Phillips, Lisa Rice, Tessa Southards and our alternate Rudy Perez.  WPEA Employee Relations Specialist was the lead negotiator for the YVCC team. Also thank you to Gene Gandy, Linda Hess and Karen Rathjen for counting the ballots at 7:30 pm on September 7.

The contract now goes before the YVCC Board of Trustees at their September meeting for their support.  Ballots on the WPEA Higher Ed master contract will be counted on September 28, 2006. YVCC’s compensation package is linked to the passage of the WPEA Higher Ed contract.  Both contracts will then go to OFM on October 1, 2006 so that they may be included in the Washington State Budget.  The legislature then determines yea or nay on the funding of the YVCC and WPEA Higher Ed contracts during the 2007 legislative session.  Congratulations and thank you for your support!!!
