OCTOBER 2005
Performance
Evaluations Grievance Settled
WPEA recently settled a grievance with
Department of Natural Resources (DNR) management
regarding the Performance and Development Plan (PDP).
Management agreed that the PDP guidelines should be
followed for a meaningful, interactive review of
performance that significantly supports the agency
mission.
The union and management agree that the PDP process has
clear and consistent guidelines and that these
guidelines should be provided to all employees prior to
commencing the evaluation process. Management has made a
commitment to training supervisors and managers on the
use of the PDP evaluation tool and will be monitoring
supervisors and managers to assure the tool is used
properly.
WPEA wants to emphasize the importance of
your role and responsibility in the evaluation process.
All employees who are about to receive the evaluation
should request a copy of the Performance and Development
Plan User Guide. You can request a hard copy from your
Human Resource Department, supervisor or manager, or you
can access the web at:
http://hr.dop.wa.gov/forms/PerformanceandDevelopmentPlan.doc
(you will need to click on Cancel
when asked for User Id and Password).
There is also a useful guidance manual to
provide further support and assistance for supervisors
and employees at:
http://hr.dop.wa.gov/Guidance/performance/PDPGuide.htm.
As of July 1, 2005, DNR has fully
transitioned to the use of the Performance and
Development Plan (PDP) form. You have the right to work
with your supervisor or manager to review the guidelines
and come to agreement on a process that works for both
of you in having a meaningful review.
Whenever possible this should be face to face with ample
time provided for input from both sides into the review.
Be sure that you:
-
Request input into the development of
your position description and monitor any changes
that are made.
-
Know what the guidelines are for
creation of a position description.
-
Know what the guidelines are for
creation of work expectations.
-
Have input into this development
process.
A meaningful and fair evaluation is an
interactive process that has consistent guidelines for
process and procedure. Management has made a commitment
to provide the necessary tools and training to assure
all employees have access to the means, tools and
guidelines that provide for this consistency.
WPEA will be monitoring how the
evaluation process is going for our bargaining unit
employees. We need to hear from you if you have concerns
or questions about the evaluation process and procedure.
Our job is to provide representation to you in the
evaluation process and in your work at DNR.
Working together, we can assist DNR in
becoming the peak performance workplace Director Doug
Sutherland envisions, and assist in creating a work
place that treats employees fairly and equitably.
If you have questions or concerns about
the Performance and Development Plan, please call WPEA
at 943-1121 (or 1-800-544-9732 if you live outside of
Thurston County).
