Duties & Responsibilities

President:

The President works full-time with the union. His primary focus will be on union governance, which will involve traveling throughout the state to visit with members in our bargaining units and hear their concerns. He will assist with Job Rep Training and be available to respond to members’ questions, concerns, complaints, suggestions and ideas on a day-to-day basis. He will attend quarterly membership meetings located in 11 districts around the state and encourage participation by members. He will also accompany staff and assist them as needed, as well as attend legislative committee meetings, and assist with collective bargaining.

Secretary-Treasurer:

The Secretary-Treasurer assists the President in the carrying out of the President’s duties and responsibilities and conducts the Secretary-Treasurer’s office under the general supervision of the President. The Secretary-Treasurer, by virtue of office, shall be a delegate or representative to any convention or meeting to which WPEA/UFCW 365 is entitled to and elects to send more than one delegate or representative except as otherwise provided in Article 8(I)3 of the International Constitution. In the case of a vacancy in the office of President, the Secretary-Treasurer of the shall perform the President’s duties until a new President is elected by the Executive Board.

Recorder:

  • Accurately records the Executive Board business.

  • Reports minutes of each Executive Board Meeting and Annual Membership Meeting.

  • Keeps an accurate and permanently bound record of all proceedings.

  • Attends all Executive Board meetings, currently scheduled six times per year,
    primarily on Saturdays.

  • Votes on issues proposed at Executive Board Meetings.

District Vice President:

The District Vice President is a constitutional officer of WPEA/UFCW Local 365 and serves on the WPEA Executive Committee, and will:

  • Assist the President in the discharge of the President’s official duties.

  • Preside over the appropriate quarterly District Meeting.

  • Make recommendations to the President for WPEA/UFCW Local 365 Committee appointments.

  • Set forth selection/election of the representative from the District for the WPEA/UFCW Local 365 Legislative-Political Action Committee (Leg-PAC) and WPEA/UFCW Local 365 Bargaining Support Committee.

  • Represent WPEA/UFCW Local 365 at designated events within the District.

  • Abide by the WPEA/UFCW Local 365 Bylaws and the UFCW Constitution.

  • Attend all necessary and appropriate trainings, events and WPEA meetings.

Monthly Commitment of a WPEA Vice President

  • Meet with all eleven District VPs, the Union President, Secretary/Treasurer and Recorder six times per year.

  • Discuss union business and present member questions generated from previous quarter’s District Meeting.

  • Make executive decisions on union governance

  • Preside at and lead appropriate District Meetings on a quarterly basis.

  • Share handouts, discuss union business, and encourage participation at the District Meetings.

  • Take questions and/or concerns to be addressed at the next Board Meeting or to the appropriate staff member.

Board Trustees:

Per Article 9, Section A of the WPEA Bylaws, "Three Local Union Executive Board members shall, by virtue of their offices, constitute the Local Union Board of Trustees. Two of these shall be the President and the Secretary-Treasurer, and the Local Union Executive Board shall annually designate one of the other members of the Executive Board to be the third Trustee."

The Trustees are responsible for ensuring that all of WPEA’s finances are managed in accordance with the Constitution and laws of the International Union and the Bylaws. The Trustees is responsible for ensuring that WPEA’s funds and property are properly received and managed for the sole use and benefit of WPEA and in accordance with standard accounting practices.

The signatures of two of the three trustees is required on all checks and all other financial documents, and the Trustees are responsible for ensuring that all banks and other financial institutions holding WPEA’s funds or property are so instructed.
