​Summary of Changes

Article 3 – Promotions and Vacancies
  • WSP Only – Modifies transfer language
Article 4 – Hiring and Promotions
  • DNR Only - Authorizes additional reasons for employer to use non-permanent appointments
  • Maintains 36 month limit on in-training appointments, unless mutually agreed extension
  • General language cleanup
Article 7 – Overtime 
  • DNR Only – Clarifies rules regarding rest and recouperation days
  • WSP Only – CVEO3s and COs authorized to cash out unused compensatory time at the end of the biennium instead of the end of the fiscal year
Article 12 – Sick Leave
  • Clarifies when the employer can close due to public health emergencies
  • Provides updated language regarding the definition of family members
  • General language cleanup
Article 17 – Miscellaneous Leave
  • Provides for 5 days of paid bereavement leave
  • Authorizes bereavement leave for loss of pregnancy
  • Provides definitions of family members
  • Expands bereavement to include certain individuals who regularly reside in the employee’s home
  • Adds new category of leave to receive vaccinations during a declared state of emergency
  • Adds new category of leave for employees who are displaced from their home due to wildfires
Article 19 – Safety and Health
  • Clarifies language around composition of safety committees
Article 20 - Wildfire Suppression And Other Emergency Duties – DNR
  • Updates rules for rest and recouperation days.  At least 10 but less than 14 will receive 1 calendar day off.  14 days or more will receive 3 days off.
  • Up to 4 meals per day will be authorized if called in after the standard breakfast, lunch and dinner meal times
  • Shower facilities will be made available when overnight stays are required
  • DNR will continue discussions around firefighter respiratory health
Article 24 – Use Of Privately-Owned and State Vehicles, Commute Trip Reduction, and Duty Station(s)
  • Provides new language regarding agency telework policies.  Denied requests shall state the reasons in writing
  • General language cleanup
Article 41 – Compensation
  • Provides for general wage increases of 3% the first year of the biennium, and 2% the second year of the biennium
  • Establishes an $18 starting wage for all salary ranges, with range 34 as the new starting range.  Employees in ranges 33 and below will be reassigned to range 34
  • Provides for targeted increases due to issues of compression, inversion, recruitment or retention
  • WSP Only – increased compensation when performing higher level work after 7 days
  • DNR Only – increases wildfire suppression pay to $3 per hour, prescribed fire pay $2 per hour
  • General language updates for consistency
Appendix E – Assignment Pay
  • Adds Natural Resource Scientist Series
  • Adds DNR Field Training Officers
  • Adds communication tower work

  • Establishes new rules when performing prescribed fires
  • Provides rules for rest and recouperations days
  • Allows for laundry services if deployed more than 5 days
  • Authorizes meals if in travel status

Appendix X6, X7 and Appendix I represent the state’s final offer of salary increases for specific job classifications.  The increases identified would be in addition to the general wage increases of 3% and 2%.

Appendix X6 adjusts the salary ranges to reflect an statewide minimum wage of $18.

Appendix X7 adjusts salary ranges to mitigate the impacts of compression or inversion due to the increase to an $18 minimum wage
